Greece’s Civil Protection updated some of the lockdown restrictions just hours before it goes into force at 06:00 am Saturday, November 7, 2020. Among the updates is the doubling of the fine for those violating the movement restrictions as well as the movement during the night. In addition, updated are also the dates for the COVID-19 PCR test for travelers.
The updates were announced by Head of Civil Protection Nikos Hardalias during the weekly live briefing on Friday evening.
The lockdown is in force until 30. November 2020.
Fines
Leaving home without essential SMS, printed or handwritten form, also those who are out for any reason other than those permitted by authorities or has noted fake reasons will be fined with 300 euros. The fine was 150 euros during the first lockdown in spring.
Employers who issue false or fake work movement documents will be fined with 500 euros.
Reasons to be out of home & Permits
Citizens leaving home must have a respond sms on their mobile phones after they sent an sms to <13033> (free of charge or carry a printed or a handwritten notice.
In addition, citizens must carry their ID or passport.
Reasons allowed leaving home are those below. The number in bold is the option one must sent to 13033 or check in printed form or note in the handwritten notice.
1 Health reasons: Visit doctor, hospital, pharmacy
2 Essential purchases in supermarkets, bakeries, grocery stores etc where no delivery available/in time
3 Visit bank, public service when an online transaction not possible
4 Provide assistance to someone in need or bring children to/from school or spouse to/from work
5 Attend a funeral or exercise parental visitation rights
6 Physical exercise or walking a pet – up to two people can engage in these activities on the condition that they maintain a distance of 1.5 meters from each other. Also for feeding strays, however, within the residence’s municipality.

Citizens (workers, seasonal workers, employers, self-employed) who need to move for work will need a form available in forma.gov.gr or in ERGANIS system.

Citizens of Samos (hit by the earthquake) can exit their homes without SMS etc.
The Civil Protection exceptionally allowed hairdressers, barber shops and beauty salons to be open also on Saturday and Sunday, Nov 7-8, 2020.
For these citizens will need option <2> as for supermarkets.
Fishing and hunting are not included in the movement options, Hardalias clarified
Night movement
There is no night curfew. Exit home only with SMS, printed or hand-written form or employers/self-employed form and only for the following reasons:
- Work – Health (emergencies, pharmacies) – Exercise & pet walking near one’s residence.
The measure is reportedly valid also as of Saturday for the regional units of Thessaloniki and Serres that had a night curfew 09:00 pm – 05:00.
Hardalias urged citizens to go out only for essential reasons and especially at night.
Travel from/abroad
All travelers to Greece, whether by air or land will need to show a negative COVID-19 test PCR carried out 72 hours before traveling. The measure goes into force on Wednesday, November 11, 2020.
Note: on Thursday, Hardalias said announced tests for flight passengers must be 48 hours before arrival. However, he said on Friday that experts recommended 72 hours for all.
Passenger Location Form (PLF) remains essential, the same the QR code and has to be filled up also by Greeks traveling abroad as of Tuesday, November 10 and 24 hours before travel. One form per family.

Could you clarify exactly what the statement about completing a PLF Form means? For example somebody travelling from Greece to the UK would fill in a UK PLF Form on the UK government web site. Does this mean that you also need to fill in a Greek PLF form on the Greek government web site? I thought you only filled those in if you were travelling to Greece?

My assumption is that the new rule is ending the exemption for Greeks returning from abroad for filling in a PLF form. Thus a Greek travelling to London will need to complete a UK PLF on the way out and a Greek PLF on the way back.

Do you know who issues in country travel permits for visitors? We are Canadians currently in Kos who wish to go to Rhodes via ferry to catch our flights back to Canada via Athens. we are hoping to do the ferry trip to Rhodes several days before our flights.
