A 33-year-old Belgian national was arrested in Papagou suburb of northern Athens on Friday. Police found that he was carrying explosive devices in his back-bag as well as containers with solid fuel.
The man is known to authorities as anti-authoritarian.
He was previously arrested in Belgium for arson and in Greece for theft.
According to media, the man named several different addresses regarding his residence in Athens.
Authorities suspect that he was arrested shortly before an arson attack in the Papagou area.
