Greece increases fines for tickets dodgers on public transport means

The bill of the Transport Ministry raised the fines and penalties for ticket dodgers on public transport means as well as for those attacking ticket inspectors.

Ministry of Transport, which was voted in favor on Monday night, 23/3 in Parliament, brings more expensive fines and penalties for those who enter public transport without a ticket, with the aim of combating ticket evasion and attacks on inspectors.

According to the bill, the fine for those without a regular ticket on public transport – buses, metro, tram, electric train ISAP and trolleybuses – increases by 30 euros reaching €100 from 72.

For passengers entitled to a reduced fare, the fine is increased by 16 euros and is now set at 50 euros.

There is a possibility of reducing the fine by half, if the offender obtains an unlimited travel card, thus strengthening the incentives for compliance.

A special provision is included for tougher penalties in cases of attacks on controllers and public transport personnel.

With the new regulations, the framework for preventing such phenomena is strengthened, sending a clear message of zero tolerance towards incidents of violence.

Attacks on employees are no longer treated as isolated incidents, but as acts that affect the overall operation of public transport and the safety of citizens and are now prosecuted ex officio.

Particular emphasis is placed on the protection of public transport and its infrastructure, with the introduction, for the first time, of the possibility of imposing mandatory community service on perpetrators of damage.

In practice, the regulation provides that, in addition to the administrative or criminal sanctions provided for, those responsible may, instead of a fine, be required to participate in work to restore the damage they caused, such as cleaning, repairing damage and related work on the means and facilities of the affected transport operator.

The bill of Transport ministry was voted at the Greek Parliament on Monday, March 23, 2026.
