Germany has declared all of Greece a coronavirus risk area, the Robert Koch Institute (RKI) said on Friday, which means that tourists and returning German nationals need to present a negative test to avoid quarantine.
The RKI also listed all of the Netherlands, expect the overseas territories of Bonaire, Sint Eustatius, Saba, Aruba and Curacao, as a risk area as well.

This is not quite correct. A valid vaccinated status is also accepted in order to avoid quarantine. As is the prove that one has recovered from Covid.
Only if the RKI would raise the level to 3 (variant area) from now 1 (risk area) a quarantine is not avoidable. And as Delta is prevalent in Germany as well, this will not happen, unless we get a completely new variant in Greece.
Nach Risikogebiet, was aktuell nur bedeutet, dass man sich bei Rückreise registrieren muss, kommt ja erstmal Hochinzidenzgebiet. Und selbst da kann man sich nach 5 Tagen von der Quarantäne freitesten, bzw als Geimpfter hat man keine Beschränkungen. Ansonsten ist der Nachweis der Impfung bzw ein negativer Test bei Flugreisen ja immer obligatorisch. Ich drücke Griechenland die Daumen. Wir waren im Juni auf Kos, und es war wie immer in Griechenland: wunderschön !

My crystal ball is broken but I, living in Greece, and friends from the UK and Portugal have just cancelled our holiday in France. We didn’t want to, having already moved it from August 2020 because of COVID, but it isn’t looking good.

Well I’m English on holiday in kos, and feel safer here than at home, Greece seems very safe to me.
