I think you meant “take actions”. But maybe he actually is acting (like good actors do). Would he be willing to let the Greek people go through misery to achieve a higher goal (like cut Greece free from the Eurozone for good)?

Perhaps he would have the time to act if he didn’t have to keep having he same discussions over and over again with hard-headed hardliners and could just focus on running the country.
