With an overwhelming majority the Parliament approved the bill that allows diaspora Greeks to exercise their voting right from the place of residence. Eligibility criteria are strict with regards to years of absence and active taxation.
Of a total of 296 deputies present, 288 voted in favor, seven voted against and one voted “present.”
In favor voted New Democracy, SYRIZA, KINAL/PASOK, KKE, Elliniki Lysi.
Against voted MeRA25 with the exception of specific articles.
It was one of the rare bills that passed by the Greek Parliament with a “historic” majority. At least 200 votes were needed for such a bill to pass.
The bills sets strict criteria for the voting right of diaspora Greeks.
There is no postal vote but vote with physical presence in embassies, consulates and other facilities that will operate as voting centers. Such a center will be possible only in areas where at least 40 voters have been registered.
Eligible for registering in the special constituency lists for “diaspora Greeks” and voting are:
Greeks living abroad no longer than 35 years and who have spent 2 years in Greece during this period. They will have to have submitted tax returns declaration E1, E2, E3 or E9 during the current or previous year.
They have to confirm their 2-year long residence in Greece with public documents like from education facilities of all levels, social security funds or the Army.
No need for tax declaration if the voter is younger than 30 years old and the tax declaration has been submitted by a 1. degree relative.
Voters’ lists are updated every 8 years.
An online platform for voters’ registration will be open two months after the bill adoption by the Parliament.
The government and the Interior Minister had to adjust the eligibility criteria several times before the bill was adopted by MPs in order to reach as many opposition votes as possible.
The bill deprives from voting right thousands of diaspora Greeks who migrated abroad several decades ago as well as following generations, born abroad but who spend only short vacations in the country of their ancestors.
