The 2025 central government primary surplus (on a cash basis) amounted to 8.006 billion euros, exceeding the target of 5.327 billion euros by almost 2.7 billion and turning the projected deficit of 2.586 billion into a marginal surplus of 17 million.
The positive trend in tax revenues up to and including December played a decisive role, reaching 71.97 billion on a twelve-month basis, up by 451 million or 0.6% compared to the target. However, total net receipts fell short due to PPIs and time shifts.
On the expenditure side, payments were limited to 76.92 billion euros, lower by 3.524 billion euros or approximately 4.4% compared to forecasts, which explains why the 2025 primary result moved significantly higher than the initial target.
Αccording to the provisional state budget execution data, which were published by the Ministry of National Economy and Finance for the period January – December 2025, there was a surplus in the state budget balance of 17 million euros instead of a deficit of 2.586 billion euros, which is the target included for the corresponding period in the 2026 budget report, compared to a surplus of 369 million euros recorded in the corresponding period of 2024.
